A third woman has publicly accused Tempe City Councilman Kolby Granville of misconduct while he worked as a Tempe charter school teacher.

The woman filed a complaint with the Arizona State Board for Charter Schools. In it, she describes how Granville made her feel “violated, intimidated and uncomfortable.”

She met Granville when she was a teen and another teacher suggested she seek his travel advice.

She said after a conversation in September 2013, Granville invited her to his house for dessert. When they were on the roof eating ice cream, Granville asked her to lay her head on his chest and started talking about his sexual experiences. She said she showed “physical signs of discomfort.”

When she left, he asked her age, when she responded 17, Granville allegedly said, “Well, that shoots down my goodnight kiss idea.”

Several months later in November, when the woman returned borrowed books to Granville, he allegedly kissed her without her consent multiple times. She recalls telling him she wanted to leave.

The woman said the incident was “laughed off” by the teacher who first recommended she meet with Granville and not reported to Tempe Preparatory Academy.

"We are deeply dismayed to learn that another former TPA student has come forward with allegations that Kolby Granville engaged in inappropriate conduct with them in the months and years after the students had graduated from TPA," representatives for the school said in a statement.

"Although none of these reports have involved current students, or allegations of inappropriate conduct while these individuals were students at TPA, we take all such reports seriously. That is because TPA is committed to doing the right thing and doing everything it can to look out for its students – past, present and future.

The recent complaint confirms that TPA’s swift action to terminate Granville’s employment was the right decision. 

TPA does not have any reason to believe that the complaints regarding Granville of which TPA is now aware were made to TPA faculty members, or that such faculty members failed to report those complaints to school administration.

TPA is proud of its reputation for doing the right thing, just as it is proud of its reputation for academic excellence. "We are confident that we lived up to our ideals in these regrettable circumstances," the school said.

Granville was fired from his teaching job late last year. The Phoenix Police Department is investigating other claims of misconduct with two former female students.

KJZZ reached out to Tempe Preparatory Academy and the Phoenix Police Department for comment. 

The charter school has until next week to respond to the complaint.
