A proposal to expand Arizona’s Empowerment Scholarship Accounts - basically vouchers - to allow any student to go to a private school using public money appears to be in trouble at the state Capitol.
Jim Small, editor of Arizona Capitol Times, spoke about that and other things happening at the legislature.
