A Republican state senator has been pushing for a major overhaul of municipal zoning rules that he says could spur construction of affordable housing.

Sen. Steve Kaiser says he has reached a deal with the League of Arizona Cities and Towns.

The new proposal would impact communities with populations over 50,000, affecting 20 of Arizona’s 91 cities and towns.

Included in the measure, cities must approve auxiliary dwelling units and create areas where people ages 55 and older can rent single rooms in homes with shared kitchens and bathrooms.

It would also give developers with approved proposals the right to grade properties without waiting for extra inspections.

Among other requirements, cities and towns would have to do a housing needs assessment every two years.

The Legislature could take up the proposal when it returns from break Monday.
