AZ Rep. Kavanagh introduces bill to limit HOA's restrictions on artificial grass
State Rep. John Kavanagh proposed a bill to override rules of a homeowner association that prevents the use of artificial grass.
While the law would allow those associations to have some rules, it would allow residents to install the fake turf and resolve any disputes with an HOA in court.
Kavanagh says the limits are unfounded as there are many benefits for using the artificial alternative instead of the real thing.
“The burning issue is that artificial grass is often superior and looks better than real grass, and also saves on water consumption in the middle of a drought. So it's unreasonable for these HOAs to prohibit it," Kavanagh said.
The bill might see some resistance from the Arizona Association of Community Managers, which represents companies that manage HOAs. Lawmakers have intervened on a number of HOA issues from which flags can be flown to off-street parking limitations.
