Representatives returned to the Arizona House floor May 19, and political divisions in how lawmakers believe they should proceed were immediately clear.
Though members of both parties were present, they did not agree on whether they should be there or what precautions they should take. And while leadership’s stated goal is to avoid controversy, that seems unlikely.
