Production of Lucid's electric cars is expected to begin in 2018.

The Pinal County Board of Supervisors today is discussing a proposal to buy about 500 acres of land and lease it to Lucid Motors.

The company in late November announced plans to invest $700 million to build an electric car manufacturing plant in Casa Grande.

Pinal County officials have talked about a tax hike to pay for that land, and reports suggest it could be a sales-tax increase.

With me to talk about this is Adam Chodorow, a tax professor at the Sandra Day O’Connor College of Law at ASU.

Chodorow explains if there are differences in how a government could would go about raising taxes for a purpose like this, as opposed to something else, like spending on education or health care.
