This week a court-appointed monitor released a highly critical report of the way the Maricopa County Sheriff’s Office has handled its investigation into a dead former deputy. The sheriff’s office began this investigation after a deputy, Ramon "Charley" Armendariz, apparently hung himself in his home.

Days before Armendariz's death, sheriff's officers had discovered a bizarre collection of items in his garage, including drugs in evidence bags, an illegal weapon, hundreds of ID's, license plates and videos of himself making traffic stops.

Last year, a federal judge found the sheriff's office had racially profiled Latino drivers in the county. He ordered sweeping changes at the agency and put in place an independent monitor to ensure compliance.

The questions surrounding Armendariz's activities have opened up a new layer of inquiry in the judge's oversight of MCSO.

With me now to discuss the monitor's report is Jude Joffe-Block.
