When it was publicly announced that Sen. John McCain had a severe form of cancer — glioblastoma — speculation began on who could possibly be appointed to McCain’s seat, if he were to pass away before the end of his term.

Gov. Doug Ducey publicly made it clear that anyone who lobbied for themselves would be disqualified. But it was apparently acceptable for others to lobby on someone's behalf.

Thanks to public records searching, Phoenix New Times has discovered that Arizona Supreme Court Justice Clint Bolick exchanged messages with Gov. Ducey advocating for the appointment of Maricopa County Attorney Bill Montgomery to the senate seat.
