How Did White House Security Clearance Backlog Get So Massive?

When former White House press secretary Rob Porter resigned, it was revealed he was working under an interim security clearance.

Part of the reason there is that there is a massive backlog of people waiting to be given security clearance — it’s been reported that it’s 700,000 names long — keeping the entire procedure mired down.

So how did the security backlog get to this point and what can be done to change it?
