Should High Temperatures Restrict Valley Hiking Privileges?

So far this year, 149 people have been rescued during mountain hikes by Phoenix Fire officials. It’s summer here, so that means it’s really hot over every inch, every afternoon.

So, for their own good, should walkers, joggers and hikers be prevented from using Valley parks and peaks when we reach a certain temperature? Or should there be a so-called "stupid hiker law," where a stranded hiker has to pay for the cost of being rescued? 

We talked with Ben Ruddell, an associate professor at ASU’s Fulton School of Engineering.
